In Russia, any person is allowed to arrest someone in the act of committing a crime pursuant to articles 37 and 38 of the Criminal Code of Russia and the Ruling of the Plenum of the Supreme Court of Russia of 27 September 2012 if the person performing the arrest is certain that the arrestee has committed a crime. The arrest must be carried out with applying as little force as required for the apprehension and the arrestee should be surrendered to the police without delay.

Я делал - на пару с Андрюхой-Вором сдали ментам водителя маршрутки который попытался сбить в канаву известную тетку по кличке "бразильская жопа" (поскольку "жопа во!" - особенно когда на велике сидит). Я просто встал перед автобусом чтобы не уехал - а Андрей выковыривал водятла - лобовое стекло сломали по ходу ну и Андрей грил что водила пытался травматом махать (доказать не вышло - а то бы уже не гражданскую, а уголовную можно было бы - ну и анекдот про спиливание мушки)
Потом это все еще с ментами оформляли и протоколы писали.
